Wisconsin Natural Resources Board – Open Waterfowl Hunting on Wisconsin Waters
The Wisconsin Natural Resources Board will meet on Wednesday, April 15, 2026 at 8:30 a.m. in Madison (Room G09, State Natural Resources Building). The meeting will also be streamed live on YouTube.
Agenda Item 4B includes proposed updates to migratory bird hunting regulations for 2026–2030. One proposed change would eliminate the concealment requirement for waterfowl hunting on most Wisconsin waters, allowing open water hunting on inland waters, with exceptions for the Mississippi River and Lake Michigan.
This proposal follows a 2025 review by a committee led by the Wisconsin Wildlife Federation, Wisconsin Waterfowl Association, and Wisconsin Conservation Congress, with participation from the Wisconsin Department of Natural Resources and U.S. Fish and Wildlife Service.
Current regulations require hunters to be at least partially concealed when hunting in open water, including being within 3 feet of shoreline or vegetation that conceals at least 50% of the hunter and boat or blind. Following their review of other states, research, and management plan goals, the committee supported eliminating the concealment requirement on inland waters.
The Rock Koshkonong Lake District Board of Commissioners has submitted a letter opposing the proposal. The Board raised concerns about:
- Safety risks in a heavily developed shoreline area
- Conflicts with boating and fishing uses
- Increased noise impacts to residents
- Impacts to resting and migrating waterfowl and wildlife viewing
- Potential conflicts with private wetland users
The Board also noted that existing public hunting areas already provide opportunities without expanding into more heavily used waters.
Public input is encouraged:
- Testimony may be provided in person or via Zoom
- Written comments may be submitted for Board consideration
